This program is designed
to show how AMSA conducts PSC inspections under the standardized procedure accordingly to
Conventions. Initial PSC inspection regime of AMSA includes 16 Checking areas as

This
training material can be used for crew/management staff training as we include vast volume
of information about Conventions and what can be expected in PSC in Australia in a
systematic way.
Reduced manning and high turnover of crew in commercial fleets
raises a great concern of crew competence and ships maintenance. This video program
purposely deals with need of training for crew competence in an effective and professional
manner. It will
facilitate Masters and Ships Managers to convey positive messages to every single
member who must be responsible and competent for his/her duties in a Safety Management
System.

Background
It is wide interest and concerns among ship
owners and crew which have motivated us to delve into great details of Port State Control
in Australia since AMSA has established a robust PSC regime. Nowadays, ships expect
AMSA boarding to conduct PSC in any ports of Australia, and some owners have assigned
management and masters enormous responsibilities to ensure that no ships are being
detained in Port State, so does flag state in order to measure companies
performance.
We decided to produce a video program to offer to our clients and
shipowners for their information and education. We consider that Port State Control
is a serious matter and it is probably the greatest tool that we have at our disposal to
protect those working at sea and to protect the Australian environment. We
understand that Flag States and Owners have used PSC in the evaluation of companies and/or
crews competence. We also know that in general AMSA conducts an extensive PSC
program in an open, objective and accountable manner. We would be very pleased to be
able to assist interested parties and convey a positive message in relation to PSC and
marine safety, and we would also be very proud because we (including some of us who are
ex-seafarers) will be gratified if we can save a life or a ship from trouble and/or
disaster.
We have spent considerable time wondering
how we can explain this entire complicated topic since a ship is a huge movable factory,
and PSC relates more or less to all aspects of shipping operations. We sincerely
thank AMSA which has rendered invaluable assistance to enable us to pass through a
difficult period of the production. In fact, we wrote 8 different versions, in both
Chinese and English, went on board 8 different vessels in order to film on location, and
also filmed in various offices of AMSA, and all of this has taken six months to finalise
the English version.
As
China Shipping Tramp sponsored us, we conducted our first trial version in Chinese, and
launched the program in
Guangzhou and Hong Kong together with a lecture conducted by AMSA personnel in May
this year. This appears to have been very successful as many shipowners and crews had a
great opportunity to understand how AMSA conducts PSC inspections. In the meantime
we received comments on our video, which have allowed us to improve the English version
product.
As
the producers of this video, we sincerely hope we have conveyed to you a positive message
that will assist in improving the safety of all seafarers and shipping, and the protection
of the environment.
